Representatives from ABC, CBS, NBC, CNN, Fox News Channel and The Associated Press are scheduled to meet Monday to talk about the future of Voter News Service
VNS built a new system for 2002, but on election night was unable to provide its members â€â€? and others who paid for the service â€â€? with results from exit poll surveys
The options were described by a network executive who spoke on condition of anonymity; all of the consortium members have been asked not to speak publicly about their deliberations
CNN, which started its own vote count last year at key election precincts, could also be asked to expand its system
Those include keeping VNS in some form to count votes, or starting an entirely different vote-counting operation
In a much-publicized failure during Election Night 2000, VNS provided information that twice led television networks to incorrectly declare a winner in Florida, the key to the presidential election An outside organization or academic institution could be hired to conduct voter surveys Nearly two months later, those results still haven't been delivered That would be prohibitively expensive at a time networks are looking to cut costs Voter News Service's Future in Question

After two elections in which their system failed, six major news organizations are considering revamping or scrapping the organization they built to count votes and conduct voter surveys The surveys supplement the raw vote count with details on why people voted as they did
Members of the consortium, unhappy that a multi-million-dollar upgrade bore so little fruit, are considering several options
And while it's not certain that any decisions would be made Monday, the consortium members don't have much time: Presidential primaries for the 2004 elections begin in a year
The Associated Press, which runs an independent vote count, may be called upon by the members to build a more extensive system that would allow members to doublecheck its count
It's considered unlikely that the normally competitive news organizations would abandon their consortium to work independently
The results there weren't determined until weeks later
